Martha Oberdorfer, MPH, CPH, FPEM, is a life-long NE Florida resident (and animal lover) with degrees from University of Florida and University of South Florida.  She is a National Board of Public Health Certified Public Health Professional, also certified by USF in Global Disaster Management, by DHS/FEMA in Advanced Emergency Management Theory and Practice, by FEPA as a Florida Professional Emergency Manager, and by FL SERT as a NIMS Incident Command System Instructor and Type 3 Planning Section Chief.
Martha accepted her current position with NCSO Emergency Management in 2014.  Her responsibilities at NCEM include coordinating with government partners and private sector stakeholders to d
evelop the County's all-hazards emergency response and recovery plans, developing and delivering a "whole community disaster resilience" public education program, providing disaster preparedness and incident management system training, preparing grant applications, and managing EOC operations.  She is now spearheading the Program's journey toward national accreditation.  
Professional Background: 
- 12 years as a Biological Scientist with the University of Florida before promoting to UF's Animal Research Programs Coordinator/Compliance Officer and successfully leading the effort to regain national accreditation for UF's animal use in research and teaching programs.  
- 4 years with USDA's emerging animal diseases and emergency management programs; served 2 years as USDA-APHIS Incident Management Team's Deputy Logistics Section Chief and 4 years as the joint USDA-Florida IMT’s Planning Section Chief during multiple foreign-animal-disease and severe weather responses nationwide.  
- 7 years with FL Dept of Health, first as Bioterrorism Planner in Duval, and then as Disaster Preparedness & Public Health Risk Manager for St. Johns, achieving national Project Public Health Ready recognition and serving as the County IMT's Plans Section Chief for the H1N1 pandemic and regional disease outbreaks.  Appointed by the State Surgeon General to lead the State’s Mass Prophylaxis Capability Workgroup and served on the CDC’s Medical Countermeasures Capabilities Standards Committee, the NACCHO’s Strategic National Stockpile Advisory Council, and the Emergency Preparedness Curriculum Development Committee for the Association of Schools and Programs of Public Health.
